Some homeowner associations have open board meetings (open to the membership) and, in certain instances, the governing documents may mandate certain portions of a board meeting to be open. However, allowing non-board members to participate in board discussions is without exception improper.
Calling down members during a board meeting may seem to be rude or awkward when these guests interrupt with comments and questions. A guest to a board meeting interrupting the meeting is out of order and detrimental to the function of the meeting. It is important to remember the only purpose of a board meeting is to conduct board business.
Ask your association manager for the “Guests at Board Meeting” handout and this is an excellent method for avoiding awkward situations from guests at meetings. WDMC
